If there were no rule against resigning, then I would be tempted to agree that there's no difference between resigning and allowing your clock to run out.

But there is a rule against resigning. Thus I believe that there is a distinction between resigning and letting your clock run out. So accepting a resignation is wrong, because it is explicitly forbidden by the rules. If someone wants to circumvent the rule by allowing his clock to run out, then there is nothing to stop him from doing so, but such a person should be forced to actually allow his clock to run out (and I claim that doing so requires a certain degree of psychological fortitude) rather than violate the rules via resignation.

I agree that this seems a trifle silly, and so this might be an argument for changing the rules about resignation, but according to the current rules the answer seems to me to be clear. No resignation.
