Here are two candidates for differences between Jacoby and non-Jacoby, though like you, I have doubts about whether these differences will be mirrored in a full rollout. It would be surprising for 21S to beat 21$ without Jacoby, and in Philip's other example the top play doesn't change (just the equity differences).
