The question of whether a machine can be creative is a political one, not a technical one. Most people's self-worth and sense of dignity requires them to think of themselves as "not just a machine," and possessing some uniquely human qualities. What those qualities are can be debated, but there has to be something to fulfill that basic psychological need.
For robots or androids to be considered creative, they have to be accepted socially as being equals. This may or may not happen in the future, and it has less to do with technical advances than with societal changes. If and when it does happen, it will still be the case that "machines are not creative"; however, these new compatriots will no longer be regarded as "just machines."
