If A were the only unknown (and Q(xi)already known) the constraint on the total probability would easily reveal the answer: A=1/Sum(Q(xi)).

Looks like I'm expecting more surprises...
OK, in the absence of any further details, I suggest to weight according to the cost incurring in case you are wrong in estimating the exact probability of each xi. The cost being very closely interconnected with the way you wish to define "best fitting"!? Maybe one should rather look at it another way around and define best fitting in accordance with the cost.
