Chuck, maybe I got lost in the way the question is formulated, but I thought this is something that should be handled by a good econometrics book? I think you are looking for either Probit or Tobit estimators and their properties, if my memory is right (probably the first).

You cannot use least squares and similar ones because your measured values are constrained.
