You are down in the race, have more checkers back, after the entry you have an anchor, and you have a better board. All this points strategically to maintaining as much contact as possible, and tactically to the possibility of a bold play (= risking to be hit and have another checker sent back).

13/10 is useful because it brings a checker from the midpoint in play and bears on the open 4 point. 24/21 is not so good, because it reduces contact and gives your opponent more places to dump a checker.
