Legal Moves Rule - Example from Main Tournament Monte Carlo

In Response To: Legal Moves Rule - Example from Main Tournament Monte Carlo (Stick)

I am saying that when I view the video recording I see 'illegal' moves that neither player spotted (or did, but failed to point it out) during matches that do not have a 'legal-move only' rule. Even if they played legal moves only, how can it be enforced if neither of the players involved point it out?
