Ok, your first post sounded to me like you had recorded matches where the legal move rule was in play and there were still illegal moves made and overlooked.

Even if they played legal moves only, how can it be enforced if neither of the players involved point it out?

It can't, of course. Remember though that because you saw on the video that nobody pointed out the illegal move that doesn't mean the opponent (or the player who made it for that matter, but to a much lesser extent) didn't notice the illegal play. When one is allowed to condone illegal plays if it's clearly an inferior play an opponent won't waste much time looking at it and deciding whether to roll or make someone correct it.

Again, I see no problem with the rule. I don't think there would be many/any that would and could abuse such a rule. On the basis that a rule is hard or impossible to enforce doesn't in any way mean it shouldn't be a rule.
