Even if they played legal moves only, how can it be enforced if neither of the players involved point it out?

Both set of rules ("legal plays" or "illegal plays") depend on players making a good faith effort to play their moves legally. If somebody intentionally makes an illegal move, that's cheating.

If you think intentional illegal moves is a problem, the solution is to provide some sort of penalty for illegal moves. IMO, the embarrassment of having been corrected is enough of a deterrent and no stronger penalty is needed.
