You say that you don't see a problem with the 'Legal Moves Only' rule, and go on to state that you believe that there might not be any players that would abuse this rule. Well, in any given tournament, there's a chance you might be right of course. But I'm sure you don't believe this statement to be actually true of all events, everywhere the rule was applied. If you have 100 players at a tournament there is a good chance that one or more of them is dishonest, and will benefit from this rule.

This rule intrinsically favors dishonest players, and for that reason I see it to be wholly wrong. We all make mistakes, and can learn to live with them. I also feel that, if "a rule is hard or impossible to enforce" then this is certainly a very good reason for NOT having it, where a reasonable alternative is available.
