Yes Bob, someone can take a shot without risk with either rule. But the ironically titled 'Legal Moves Rule' obligates the conscience of the honest player to point out illegalities regardless of whom they favour; the dishonest player lacks that conscience. People can suggest Legal Moves in their own games, whether private games or tournament, as a private arrangement. But I believe it is wrong to expect it to be an obligation in the rules themselves.
One way to reduce the potential for taking a free shot is to ban tentative plays. If you pick up a piece and put it down on a legal point, letting go of it, then it stands. We have to do all calculations in our head; why don't we have to visualise potential plays? I'm all for introducing an appropriate penalty for making an illegal move, by the way. Allowing the opponent to make the illegal players play is the most extreme sanction, I suppose. (Other than a dq!) Perhaps a bit severe, but it'd soon learn 'em! Any alternative suggestions?
