Magriel's safe/bold criteria should alert you to the possibility that this is a difficult decision and possibly a close call. The factors indicating a bold hit are: (1) you're well behind in the race; (2) your opponent has escaped all checkers while you still have a straggler; (3) your opponent has many good rolls that strengthen her structure if you don't take away half her roll. The factors indicating safety are: (1) you're outboarded 3 points to 2; (2) you have no anchor; (3) you might get another shot later after you have had a chance to build your front structure.

I would play safe here myself with 13/7 6/3 hoping for a better opportunity to hit later.
