Two choices pop out.
The standard 22/21*/18 can't be too bad. It gives White a few cracking numbers, and somewhat avoids his 1-1 joker. When White enters with 3-1 or 3-2, he will leave a second blot.
What about breaking from the rear? When Blue hits with 24/21*, 22/21, White should have many more cracking numbers. White's fours, in particular, 2-2, 4-1 and 4-2, force him to play off his five point, thus exposing two more blots. White will have the joker 1-1 is working for him, but 1-2, 1-3 and 2-3 all shake loose a second blot.
So there is really one choice. Interesting position.
