Despite holding two points in Blue's home board, White's game isn't pure backgame but more of a holding game. The nomenclature depends on the answer to this question: when will Opponent want to hit? If surely late in the game, he's stuck in a backgame. If he'd be eager to hit you soon (if he's prepared to contain you), then he's not stuck in a backgame.
At the moment, I'd call this a 20-point holding game with an extra point (the 22) and potential to fall back on a 22-point holding game. I hope I'm clear this is not a quibble about naming, but that the naming reflects Blue's strategy: does he want his winning hit to come sooner or later?
Here White has timing issues but Blue's little three-prime with three buried checkers isn't doing much. White's anchors are advanced. White has forward-going potential. He'll often be glad your straggler stays in his homeboard a while, or be glad to catch you in the outfield and try to win going forward.
I'd say the problem with not hitting -- bar/24/22 -- is that White is only two jokers away from becoming a favorite, for instance 32 5/3* 5/2 ,,, fan ,,, 64 13/3 and you're on the bar against a 5-point board. If Blue were stuck in backgame, he'd be glad to have that blot on his 2 point recirculated. But while he still has forward chances, that half-point is still in play as you try to bring the position home.
