If about .020 is the actual difference in the plays (still a lot of variance left) then I have no problem whatsoever anchoring against a player who is that much weaker. There are many lines you can take in this discussion against the weaker player and I don't feel like rambling on for a page and a half but bottom line, correct to anchor I'd say in this situation.
