Tim, your estimation is excellent.

Here is my calculation. Without contact, the wastage is 8.2 pips. So, 25 time in 36, when Blue (aka X) misses rolling a one, he will be in pretty good shape. After playing 5-3, for instance, his is still wasting only 8.2. The other 11 times in 36, he will likely play inside, and somewhat increase his wastage. After playing 5-1 (presumably his worst), Blue will be wasting 9.2 pips. The weighted average of these last two is a bit less than 8.5 pips.
