I guess your play and Neil's play (13/11(2) 24/22 9/7) are both very reasonable. I played 13/11(2) 13/9 out a number of times, and I found it surprisingly difficult to play, in the sense that I often did not have a clue what to do next. So from a practical point of view, I should probably make your or Neil's play (assuming that I understand the follow up).
