Holding all three back points is also my instinct here, but I'm surprised at your comment about the 20/23 backgame. In Trice's book he has a sequence of backgame cube reference positions and the 20/23 backgame fares quite well, better than any other backgame that includes an advanced anchor. Perhaps the problem is that it's difficult in practice to attain the ideal reference position that Trice shows?
I think Trice's argument is that the 20/23 backgame allows you to play a two-way game. If you don't generate a shot then you can run off the high anchor and fall back on a 23pt-game. A 21/23 backgame might generate more shots because the anchors are closer together, but the 21pt is more easily primed than the 20pt. Similarly a 20/22 backgame has the disadvantage that a 22pt-game is considerably worse than a 23pt-game.
