ABT Dead Cube rule needs revision

As your comment, and Bob's response show, there is not agreement on what the rule says, what it means, and how to apply it. Furthermore, we have no guidelines to tell us what happens if the rule is violated. What if someone doubles to 4 at 2away/2away and the other player drops? Most of us probably believe the cube was not valid and the match should continue, but what if the position could not be recreated? What if the error was discovered after the next match started?
I have no desire at this time to get into a debate on what rule should be and what should be written, and of course, nothing my team is doing is with any authority to tell the ABT or anyone else what their rules should be, but in answer to your question, "yes", we are addressing every single rule to attempt to have it written in a meaningful way that leaves as little room for ambiguity as possible.
As I have stated before, NOBODY can come up with a set of rules that everyone will like, and NOBODY can write a set of rules that covers every possible thing that can happen, but I guarantee you that we can write a set of rules that is far better than what now exists in terms of providing clarity.
We are working hard, and it will take time. But I we do appreciate input such as this that helps us see where rules are not completely clear as we certainly could miss something on our own, and I am sure we will, and whatever we produce will have flaws that will improve with time and the scrutiny of the people here.
