I am not sure the spirit of the rule is what you said.
Assumptions: Player A leads Player B, 2-away to 5-away. Player A holds a 2 cube.
Given that there is no circumstance that Player B can "drop" this "recube" and retain equity, I'm having a hard time constructing a scenario where Player A can increase his equity by cubing, unless Player A's blundering recube is accompanied by Player B's blundering drop.
Isn't the point of doubling to increase one's equity?
As for gaming the clock to get some time, this can be overcome by penalizing these types of infractions, including illegal checker moves, by a runoff of reserve time, which I believe some of the bg rules in other places, may have proscribed at some point in time, not sure if they still do.
