In chess I only encountered this with one particular player who had somehow decided it was a clever way to distract his opponent and clearly some TD had once told him if he didn't say "j'adoube" (or his closest approximation) every time then he could get in trouble. My poker experience is generally in environments slightly less regulated than a casino, and my impression is that this has improved as the game has become more popular.
As you say, it basically comes down to whether you want exploiting these kinds of weakness to be part of the game. If so, give a precise list of rule and after that it's every man for himself. If not, give the TD enough discretion to make sure that game play beats gamesmanship when that's clearly what is happening and write the rules to avoid it as much as possible.
Has anyone defended doubling at DMP just because your opponent might drop? I've seen some people who say "the rules say you can, so you can" - but no one who says the rule should allow this kind of angle. Does anyone want this, or are they just afraid of not taking advantage if it is open to others?
