I've never seen the effect that you're referring to. If you cube a ND you get charged for 1 error. If you cube a ND and you opp passes (!!) you both get charged for the cost of the error.

Lets assume that the emgs are ND .638, D .0600 and it goes cube/pass. You're charged for a .038 error and you're opp is charged for a .400 super blunder.
