In a fairly even game -- both players have a bad anchor, a bad four-prime, and few flexible checkers and builders -- there are three big ways Blue can improve. One is to make an advanced anchor. The other is make another priming point. 24/20 8/6 improves the chance of doing both. 8/6 8/4 does not. The third way is to hit a checker, which you can't do now.
8/6 alone is good. Now 3-1 1-1 and 4-4 make the 5 point while keeping the 8 point. But 8/6 with 8/4? Now only 4-4 does that. 8/4 creates a dilly builder. That spare is nearly out of play, bearing only on the ace point and the still-occupied deuce point.
24/20 is not very risky. Only 4 numbers point on the 5 point, and only 1 more on the 2 point, since 3-3 is duplicated. These 4 are very bad. But Blue is much more likely to make the 20 point point, or 23 point, or remake the 24 point, or hit back.
