Magriel's bold vs safe. Because white already has threats, Black picks the challenging play (16). If he stayed pat and grew the 8 tower he would make his own frontal position brittle. He can add only one builder in his outer field to start building. Essentially he "prepares" to roll immediately doubles. The "capital" of the midpoint is nearly exhausted and white can do all his things at ease.
Since white does not have a significant racing advantage, he is more afraid of leaving the initiative with white than losing a few pips in the race.
