That's part of the story, but I think that it's also important that in #2, the opponent has more of a priming position and not so much of an attacking position (due to lack of spares), so breaking anchor is less dangerous and more urgent. Of course in #1, Blue also has another blot in the outfield that is vulnerable to attack, making breaking anchor even more dangerous (and making 11/5 a candidate, though I think I would still play bar/16 for flexibility and connectivity).

An interesting variant of #2 would be to move White's blot back to her 18pt anchor. Then entering with a 3 doesn't hit but White still has a good prime and no spares so 24/18 looks attractive to me in this variant.
