Time handicapping

In Response To: Time handicapping (Mark Denihan)

It would be more effective to take away from the better player's time. And if the delay is not touched I think it would be more like taking 90+% of the time bank away than just 10%.

I've done some practice playing just on the delay and my PR is about 2 lower than normal.
