I think that the current time settings in use give elite players more of an advantage than they already enjoy in unclocked matches because they can very quickly focus on the essence of a position whereas lesser players spend a lot of time just trying to identify what the main issues are, and don't get enough time to really try to find the best move - which many of us would like to do. Finding the best move is the point, not finding it 15 seconds faster, unless you are playing speed-gammon.
Your argument sounds good, except reality shows otherwise. Its the best players that are running low or out of time. The mid to low-range players start their 11-point matches with 22 minutes of reserve time and finish their matches with 19:38 left on their clocks.
