Yes.
Having played 3500 matches on GG, where I try to play at the same speed as my opponent, which is usually faster than I am comfortable with, my PR averages about 1 unit higher than it does in the thousands of matches I've played against XG competition mode, where I take more time trying to decipher positions I don't understand, and triple check that I am not missing a candidate move, or making a simple blunder.
In any game, for me the point has always been to find the best move.

I think this may often be the case with intermediate and lower strength players, but above that a player has more to think about. Witness the comments in this thread from strong players who lament the analysis they have to skip because of time constraints.
