This seems to be a tautology.
Maybe I wasn't clear enough. Back when clocks were not standard in chess, some tournaments would drag on a long time. When people were forced to play faster, in general the quality of play did not drop, at least among "average" players. This isn't tautological. Even if you're a weak player, you can still play better or worse, and a priori, perhaps you play better when you are given more time to think. Empirically, though, this doesn't seem to be the case very often.
