Time handicapping

It doesn't seem as though it would matter much.
But I'm thinking about the level of PR6 vrs PR3.
They both have plenty to think about, PR3 is more accurate and I thought would be quicker to arrive at a conclusion, but that is likely a bad assumption.
Do ABT time controls vrs no time control affect the level of play of either player? And if so, are they affected equally or does the time control give an advantage to one?
The answer could well depend more on the nature of the individuals cognition rather than the difference in playing skills.
From that alone my original assertion is overly simple and naive, as everyone has pointed out.
