I am using h for 24-21, 24-15* and H for 24-15*, 13-10. Nactation improvement suggestions would be appreciated.

I see from Nack's post that R would be better than h. I was confused between R and U (24-18(2)).
That's right. Using h for 24/21 24/15* could be justified by assumption, but it's a bit dicy. You're caught between strict interpreters, who see only one hitting move that follows the Down convention and therefore default to the 6pt convention (24/15* 8/5); and on the other hand some assumptionists who might think that 24/15* 24/21 is the obvious hitting choice and 24/15* 13/10 is secondary.
You could try U for 24/21 24/15*, applying the hit assumption and the leftover portion comes Up (as mentioned in the tutorial, diagram #33e); I think that's better than h, but you are correct that by strict interpretation U = 24/18(2). By contrast, R works perfectly without using assumption.
For others, I'll clarify: R (Run) means that the entire move is played on the far side, with at least one portion played to the 17pt to 13pt area. U (Up) means that the entire move is played to the 24pt to 18pt area.
