Your -9-4 ME is about 22%. The redouble to 8 is for the match (D/T to 16 if you get a shot). 11 numbers leave a single shot. 7 numbers leave a double shot -- 4 give 28 hits and 3 give only 21. So you should hit about ... close to 8 times in 36 = 22.22%. That's close! But you don't always win when you hit, so you should pass. But should I pass :)
