I like the spirit behind what you are proposing, but I don't like the wording. It suffers from the problems that too many of our existing rules have- vague and unclear wording- e.g., what defines 'uncontrolled'- and too many suggestions - e.g 'should' and 'recommend'- and not enough mandates- e.g 'shall' and 'must'.
I would word it something like this:
A player may move checkers to consider a move, but those checkers moved must be kept at least two centimeters apart from checkers already on the target point, or be placed at the tip of the point if the target point is empty; otherwise those checkers must be kept at the target point and be considered part of the player's move.
If the player does not wish to make the move he has considered with checker movement, he must return the moved checkers to their original point at the start of the turn prior to moving them or any other checkers to another point.
