I like the spirit of this rule and will spend some time on the wording. Naming a specific distance is difficult to enforce, while something like "the checkers moved should be placed clearly away from other checkers on the point, or at the very end of the point if there are no other checkers on the point" might work. What is the definition of clearly? Again, not definitive, but if there is ever a doubt, the ruling would generally go against the player moving the checkers, and that, hopefully, will be not only a factor in this rule, but in ALL DISPUTES. I believe there should be an overall guide stating that in all questions and disputes, the ruling should tend to be against the player who initiated the action that caused the question or dispute.
Now, as to why there should be a rule change from the status quo: because with the status quo we have problems. The status quo has proven there there are too many instances where checkers are not put back properly, and even when they are, the requirement that the other player must place great concentration to see that they are moved properly back and forth puts that other player under additional stress that is only caused if he is unlucky enough to be facing an opponent who is doing a lot of quick and constant checker movement. One player should not have the ability to force his opponent to have to concentrate on the board so hard at a time when he could otherwise be counting pips, considering cube action, thinking about take points, strategy, etc.
I find arguments against change to generally be valid UNLESS there is a good reason that shows there is a need for change, and in this area, it is clear that whether we move to touch/move, or special requirements and limitations on moves, something needs to change to improve the game.
Of course there will be people who like things the way they are...WE WILL NEVER HAVE RULES that everyone agrees on....but the majority, and logic, in this case, to me at least, are quite clearly asking for change.
