Dmitriy is correct.

The "hit/most/6" rule incorporates three conventions and in this order of priority:

(1) The Hit convention (hit if you can)
(2) The Most Points convention (make or retain the most points)
(3) The 6pt convention (destination closest to 6pt)

For the position above, we need consider only (1) and (2).

Hitting on the 20pt earns the capital E because it takes priority over retaining the most points. E = 24/20* 6/4(2), and e = 24/22(2) 6/4(2).
