Agree with both Stick and Mike. 'Touch move' is a solution in search of a problem, and would completely turn off any new players coming into the tournament arena, (as well a a bunch of current players).

Tournament players are perfectly capable of watching their opponent's trial moves, and have been doing so since they learned to play the game (with the exception of the traditional game as played in some European and Middle Eastern locales.) Telling players they can no longer touch the checker expect to make their final move is a far too draconian restriction for tournament play.

Codifying the process of how a trial move can and cannot be made is certainly do-able, but 'touch move'? I think not.
