I was unaware that touch move was being proposed for beginners or even intermediates.

Proponents of it want a rule for Advanced/Masters ie Open/Championship players to eliminate checker shuffling.

I also want a rule to penalize illegal moves. I believe Japan has a 30 second time penalty for players who make an illegal move unless I've read incorrectly.

Do Danish time rules have a penalty?

I think 30 seconds is a bit harsh,but 15 seconds is just about right. That means if you make an illegal move you must let your delay time tick down to zero and then let 15 seconds more tick away before rolling.

Re: rules ..I think the USBGF would do well to consider what larger and more established federations like Dansk and Japan do.
