I don't know anything about Leon, but I see no reason to doubt that a new backgammon program can achieve the kinds of results you describe.

At the same time, of course, independent verification of its strength would be needed before a scientific verdict can be given. It's unfortunate that it is lacking in the necessary features to make such an independent verification possible, but perhaps the author can be persuaded to add such features.
