More important than what can hit is, I think, what will hit. For example where you write "22/21, 14/10 ... White can hit inside with 1, 2, 4, 6, 9 and 15" -- 1-3 1-5 won't hit. 4-1 4-3 4-5 6-5 6-6 won't hit inside. I think, though, that what is even more crucially important (with regard to defense) is numbers that hit and cover. Ergo,
22/18 14/13: 19 numbers hit and cover.
22/21 14/10: 25 numbers hit and cover, counting numbers that cover and hit loose.
14/9: the duplication of 3's is worth a mention! 14 numbers hit and cover.
13/8: 17 numbers hit and cover.
Blue has return hits after numbers that cover the 5 and hit loose, or point but don't cover the 5, so I'd have to think more to guess how to rank these plays, but it's been awfully tedious already, and I wouldn't rank plays OTB. Neither would I have counted all these hits, either, and even sitting at home the Temperature Map is a sanity saver.
OTB, right off the bat I don't want to play 22/21 because of the White checker on the 15 point; I don't want to play 14/10 because that gives good 4's; I don't want to play 22/18 14/13 because it looks like it leaves (and does) lots of ways to hit and cover, 13/8 leaves 3 blots, so 14/9 really stands out as a safe play, duplicating 3's, and has some offensive potential, too (or Blue can at least safety that checker).
