The main problem with an error-rate tournament, as it is usually conceived (i.e., the person with the lowest overall error rate is the winner), is that it motivates you to (for example) hold the cube in a ND/T situation even if you are almost certain your opponent will pass. Even though doubling would help you win the match, you won't double, because you don't care about winning the match. You're worried that the "incorrect" double will hurt your error rate too much.
