I think that the point is not so much what rolls hit the blot in the outfield, but the limited use that a blot on the 21pt has when you're anchored on the 20pt. Generally, if your guard isn't guarding any points behind your anchor other than the point it's occupying (i.e., if the guard is right behind the anchor, as in this position, or if your opponent has made all the points between your guard and your anchor), then it will usually be more of a liability than an asset.

In any case, I'm assuming from the comments so far that the bots don't like hitting. If that's the case, then what's not so clear to me is how to judge that 8/2* loses more than it gains, relative to 21/15, given that all the boldness indicators in the position suggest that getting hit back shouldn't lose much.
