BIBA uses the same formula as FIBS. There is one unusual feature: the lowest possible rating is 1200. But this probably doesn't have much effect. Only 3 players on the all-time list of 1078 players are rated 1200. So why are the ratings high? I do not know, but I can throw some possibilities:
(1) In all systems I believe lower ranked players tend to drop out more frequently than higher ranked players. Perhaps this is even more true in the BIBA system for some reason.
(2) BIBA seems to have a high ratio of formerly ranked players to currently ranked players -- about 12 formerly rated players for each 1 on the current list. Compare to DBgF, where the ratio is about 6 to 1.
(3) I believe most BIBA tournaments have only one flight. It's reasonable to assume that new and casual players starting at 1500 tend to be overrated. If so, there are a lot of easy points to be transferred to the better players.
