I can explain.

1500 is supposed to be medium rating for the start of the system. After first year Croatian ELO was top at 1680. This year many new players coming (weak, overrated at 1500) boosts ratings to 1780 top.

If new players continue to come, I expect top will pass 1800 mark easily if they continued to play, because intermediates players now slowly getting to 1600-1650 mark, i expect expert players will in 1-2 years surely pass 1800 (unless weaker players improve).
