Bob, I agree, but the software could indicate green, yellow, orange and red lights as the game progresses with sufficient data points and the statistical coincidence exceeds believability or a policy "p" value. Once a threshhold has been passed with an orange or red light, a monitor could be pulled in to look over the game. On-line "photo enforcement" observationa and analysis may suppress the use of BOTs. Of course, a player wanting to cheat could randomize his cheating. One reason I have not played online until the USBGF/GG Ts is because of your statement.
