Some options here, but I don't think the plausible moves are really close. 13/9* is way too loose, will backfire in an instant. We could make the three (6/3 4/3), but its the four point we want, right? So cover with 5/4. Then the only decent 3 I see is 24/21 as 6/3 would be unnecessarily risky.

24/21 5/4.
