What do you mean by this?

In awarding the value of the margins, the difference between .000 and .001 would be counted as greater than the difference between .001 and .002, etc.

And what is the motivation?

To commensurately reward level of difficulty. It is much less difficult to find a position for which two or three of the scores produce a different best play by a few thousandths while at the other one or two scores it is a monster decision, than it is to find a position that clears moderately at all four scores. Looked at another way, R4's are considerably harder to construct than T4's that have a higher linear millipoint rating. I speak from experience. :)

The moderate-clearage position also happens to be more robust -- less likely to be overturned by a future bot.
