The rules state that both dice should hit the far wall. From what I have read, the slider controls one die so that it does not hit the wall. I am sure the table operators hate to call a roll no-good and rarely do, as it would agitate the players. They probably give warnings several times before considering calling a roll no-good. A craps player is intentionally violating the rules if he tries to control a die by sliding it and avoiding contact with the far wall. It is similar to someone not shaking their dice in backgammon. While they may get away with it, it is not a legal roll. Most backgammon players, like the craps table boxman, will feel some discomfort with disqualifying the roll and simply give a warning.
If one were going to attempt to slide the dice it would likely be more successful for a longer period of time if they had a partner that was making the large wagers. Even better would be the crap table boxman being a confederate.
If it can be found these two players were usually in the same game, staying at different hotels, and one player was frequently sliding the dice while the other was placing large wagers, I think the intent of what they were doing would be established. Is what they were doing a crime? It is not for me to say, as I am not familiar with the law. If it can be found the same boxman was working the games when the sliding occurred, that is another story and more incriminating.
