Nice writeup, Chris. I agree that using dice to determine the anchors is more practical than randomizing a digit from 0 to 9. However, I recommend rolling TWO dice for the anchors (rerolling a doublet, and 6s in the NG300 variation): that saves a step (and thus the wording can be considerably abbreviated).

Our methods for determining the other eleven checkers is the same, except, again, to save time, I roll TWO (different-colored) dice for the outside points. [It's never confused me in the least.]

I just woke up. Which NG900 positions cannot occur in what you count as NG450?
