It's 8/5 for me. Blue just doesn't want to get hit. By remaining on the 20 point White is forced to give consideration to saftying his checker on the 13 point. Now it's quite dangerous and probably wrong for White to hit loose inside.

By coming out Blue gives White free reign to hit outside with few return shots.
