Looks like white just played 18/12 18/17. 18/11 gives one more shot but has many advantages making it better I think. In order of importance that I see it

i) gets 2 extra shots (from 63) ii) having the shot number be a larger number is advantageous since the worse racing number of 3 does not hit. iii) winning shot back after some of the hits iv) if get hit slightly less gammon danger.
